At their June meeting, the Caroline County Board of Education appointed W. Garrett Shull Coordinator of Transportation, effective July 1, 2024.
Director of Operations Bill Mengel introduced the agenda item by reviewing recent and upcoming changes to the Transportation Department. These include the retirements of both Supervisor of Transportation Carmen Milligan after 44 years and Transportation Specialist Teresa Liszewski after 12 years, and the promotion of Driver Trainer John Bobb to supervisor.
“With such changes come a valuable opportunity for department reorganization,” Mr. Mengel said. He explained that the current position of Transportation Coordinator is being redesigned to include more operational responsibilities. Mr. Mengel said that given the nature of these additional duties, the position should be elevated to Coordinator of Transportation within the Administrators and Supervisors designation.
Dr. Simmons clarified that this position and two other administrative appointments on the June agenda are position-neutral and the result of reorganizing existing positions. “Garrett has done an outstanding job in Transportation over the past five years,” he said. “He is well respected and someone who will support where the department needs to go.” Dr. Simmons added that he is enthusiastic about the team that has been assembled with Mr. Shull being a major part of that.
Mr. Shull joined the Caroline family in 2019 as Transportation Coordinator. He graduated Summa Cum Laude with a Bachelor’s degree in 2017, and earned a Master degree in 2019, both at Salisbury University.
