The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students by addressing students’ academic, social, emotional, and mental health needs. Caroline County Public Schools has been awarded $13,700,623 in ESSER III funds. This plan describes how the awarded funds will be used.

2023-2024 Reopening Plan

1. Plan Accessibility: All requirements are posted on the website for the school system.

2. Equity: Educational equity is reflected through the Reopening Plan.

3. Stakeholder Input: A successful reopening plan must include the input and collaboration of diverse stakeholders.

4. Assessment: Collect and use data to develop systems to recover learning loss and accelerate learning to support student success.

5. Curriculum & Instruction: State standards are taught in all content areas.

6. Special Education: Educational services for students are protected under IDEA, Section 504, and ADA federal programs guaranteeing services continue during any extended school closure.

8. Transportation: Protocols are established for mitigating the spread of COVID-19 on school buses or other modes of transportation for students.

9. Attendance: School systems must develop a process to track attendance.

10. Communication: A communication plan is established with a clear coordination process.

11. Athletics & Extra-Curriculars: Interscholastic athletics and activities during COVID-19 are addressed in the plan and show the integration of national, state, and local health and safety recommendations.

12. Quarantined Students: Local school systems must establish a plan for the continuity of learning and services for any students who may need to quarantine due to COVID-19.
